These conditions govern use of this website. Visiting a page, submitting a search, or reading its content indicates your agreement to them. If you do not agree, you should stop using the website.

NO FCRA USE. This privately operated website is not connected with a local, Illinois, or federal government body. Neither the website nor its advertising partners provides a service for credit decisions, employment screening, insurance underwriting, tenant screening, or another purpose regulated by the Fair Credit Reporting Act (FCRA). Clay County and Illinois criminal-record resources are presented for general reference. We are neither a private-investigation business nor a consumer reporting agency.

1. What This Website Is

Clay County Criminal History is a private reference website with no government affiliation. We do not possess official criminal records, perform official checks, retrieve records on a visitor's behalf, or submit documents for anyone.

Instead, the website identifies official custodians and access channels, including the Clay County Sheriff, Circuit Court of the Fourth Judicial Circuit, Illinois State Police Bureau of Identification, CHIRP, and Illinois State Police Sex Offender Registry. It may also connect visitors to outside research tools.

2. Rules for Using This Site

By using the website, you agree not to:

  • Interfere with availability or prevent another person from using the pages
  • Deploy scrapers, bots, or other automated access tools
  • Attempt unauthorized access to any system
  • Use content for a lending, insurance, housing, or hiring decision
  • Harass, threaten, or stalk someone based on information obtained here
  • Violate any applicable local, state, or federal law

3. No Harassment, Stalking, or Discrimination

You may not use information from the website or a linked resource to harass, stalk, intimidate, threaten, or discriminate against another person. Such conduct may also be criminal. This restriction is especially important for information from the Illinois State Police Sex Offender Registry. Illinois law limits its use, and registry data exists for safety awareness, not vigilantism, employment blacklisting, or housing discrimination.

4. We Are Not a Consumer Reporting Agency

We do not operate as a consumer reporting agency under the FCRA and do not create credit reports, consumer reports, or background-check products. Our advertising partners likewise do not offer tools designed to make the following decisions. You agree not to use information from this website or a linked tool to:

  • Determine eligibility for a license, permit, or public benefit
  • Evaluate creditworthiness or establish insurance premiums
  • Assess a rental or other housing application
  • Make a decision to hire or terminate a person
  • Carry out any other activity regulated by the FCRA

An official or legally compliant screening need must be handled through the Illinois State Police Bureau of Identification, the appropriate statutory process, or an FCRA-compliant screening provider. CHIRP provides public conviction inquiries under the Uniform Conviction Information Act, 20 ILCS 2635, but that does not make this website an FCRA screening service.

5. No Legal Advice

Website content is not legal advice. General explanations of Clay County records cannot determine how a warrant, pending charge, conviction, expungement, or sealing rule applies to an individual situation. Consult an Illinois-licensed attorney for legal advice.

6. No Warranties

The website and its content are supplied "as is." We make no promise that:

  • A partner search result will be complete or correct
  • The pages contain no errors, software defects, or security weaknesses
  • Access will always be continuous or uninterrupted
  • Information will be accurate, complete, and current at every moment

Records change as charges are filed, amended, dismissed, expunged, or sealed. Information here is not an official statement from the Clay County Circuit Clerk, sheriff, Illinois State Police Bureau of Identification, or another public agency.

Links may point to county offices, court portals, Illinois agencies, legal-aid resources, and independent search services. Following one takes you to a service we do not control. We are not responsible for its content, fees, availability, privacy practices, or data handling. Review the destination's terms before using it.

8. Intellectual Property

Text, graphics, logos, and code on this website belong to Clay County Criminal History or its content partners. They may not be copied, modified, distributed, or used to create derivative material without prior written permission.

9. Limits on Our Liability

To the fullest extent permitted by law, we are not responsible for damages arising from use of the website, including actions based on information obtained here or from a linked service.

10. Indemnification

You agree to defend and hold us harmless against claims, demands, or proceedings resulting from your use of the website or violation of these terms, including related legal fees and costs.

11. Governing Law

Illinois law governs these terms. A dispute arising from website use must be brought in a court located in Illinois. The Illinois Freedom of Information Act, 5 ILCS 140, governs requests to covered Illinois public bodies, and the Uniform Conviction Information Act, 20 ILCS 2635, governs dissemination of conviction information through the state system. Neither statute makes this private website a public records custodian.

12. Changes to These Terms

We may revise these conditions at any time. Revised terms take effect when posted on this page.

13. Cutting Off Access

We may restrict or terminate access to the website at any time, for any reason, and without advance notice.

14. Severability

If a court finds one provision invalid or unenforceable, the remaining terms continue in force. The affected provision will be adjusted only to the extent needed to make it enforceable.
